bumper texture thingy

hehe just need this explained...

i've got some new GSI bumpers from vauxhall - and they have come with
the bobbly effect that standard bumpers have, does this mean that the bumpers have been primed or not?

Also do these bumpers need to be sanded down to get a smooth surface ready for painting?

the way i do them is


clean the bumper up then get some 120 grit paper ruff the whole bumper up so it goes all hairy! then dust it off get some plastic primer on it! then high build primer all over the bumper. once dry spray saturn black over the bumper dusty! that give you a guide coat! then get some 400 grit paper go over lightly get most of the black off staying away from the edges once thats done put more black on and 800 wet and dry the bumper taking all the black guide coat off! then clean up and ready to paint! this way the paint will never flake off! by ruffing the plastic bumper and making it go furry its like roots for a tree! if you now what i mean the primer glues to the bumper proper!
