stickin brakes help

help i've had my car for about 3 weeks and it was runnnin fine untill recently, the engine won't start and the cars a right bitch to push i think the car might be out of petrol, will this effect the brakes at all? :cry:

Sounds to me like you've had your hand brake on for to long in the damp weather.
