i think mate u remove all the rust patches then best to use some sort of rust paint
then fill it make sure the surface is keyed well before filler attached
then prime and spray

like i said this is what I think so am sorry if am wrong

if its just rust blisters caused my stone chips etc on the surface then all you need to do is rub em off till you get to sound metal, use filler to get the surface back up level to the surrounding areas, then use etch primer over the whole of the repair followed by filler primer, then paint n polish. rust will only happen if there is moisture and air present on bare metal. etch primer wont chip off easily n if you do get a scratch on it then moisture finds it hard to get underneath it.

if you cant rub all the rust off but you know its a blister on the surface (rather than from behind) then get a rust inhibitor n treat the area. these are usually acids so they have to be washed of before painting or they can actually make the rust worse (make sure to dry the area, use a heat gun to help you). then you fill, prime, paint n polish.

if the rust has gone straight through then cut out the affected sections( to sound metal) and weld in new again use etch primer with this repair.
