what is the most you can rebore a 1400 out too

depends on what you do with the crank! (what stroke)

I have offset bored them in past etc.. but it all depends on who is doing your boring.. as they wont know the offset

it is something they used to do to mini engines to get bigger bores. it means offsetting the cutting tool so that it cuts more off one side of the bore than the other. on the min they used triumph 2500 pistons with decked blocks & solid copper head gaskets. I don't think it is relevant for gm small block engines for the road.
why bother reboring a 1400 for more power, just get a 1600
I think the max would be about 1450-1500cc using oversize pistons
