If you know HTML and any other languages you wish to use it is always best to use a text editor and hand write the code. If you are new to it all, i would recommend Dreamweaver as it is very easy to use.

ms front page is very easy to use and does all the html for you, but they are just simple sites.

dont use word. it is not designed for that. its just a feature that Gatesy wacked on the end of the program. Use one that is designed for the purpose

Notepad if you know html - if you don't, then learn it :D

otherwise dreamweaver... but be prepared to have lots of untidy html

I used to use notepad, but then moved to textpad as it colour codes the different languages/sections (e.g. html, php, javascript, and the comments).
