you are allowed them (otherwise they wouldnt be on sale!) but they are only for show, you arent allowed them switched on whilst driving!

theoretically white should be legal, as they'd come under regulations for positioning of foglights (being a forward facing white light), and afaik being that they're under the windscreen and an equal distance apart makes them ok...
