Dump valves and blow off valves are one and the same.

Atmospheric dump valves blow air into the atmosphere (hence the name) and go tiiisch!

Quieter recirculating dump valves, which rally cars use (because of noise regs i think), chirup.

the fluttering sound you here on a rally car is the wastegate chattering, not a blow off/dump valve which as said above are two names for the same thing, its just different makes, make different noises.
