At 60mm, you will be lucky to get 15's on without having to mod the arches. 16/17's and you will probably need the arches rolled.
Try and keep the wheel offset as close to the Novas 49 as you can.

As for the flush boot it really depends on how much you want done, if you require it to be flushed/prepped and sprayed then probably around the 150-200mark. More if there is any rust on your tailgate.
You could try one of those flush boot panels, they are fit yourself, basically just rivot and stick on then smooth into the boot with filler.
There is one on ebay now, check my post in the Parts for sale section.

mk2 Novas have a few mill extra space over mk1's although all Novas have a certain 'tolerance' at the back - the rear beam isn't necessarily central it could be a few mill either way. This is one of the reasons why people can get wheels on 'no problem' when others struggle with smaller wheels.

Click on 'Home' at the top left there, then choose 'Articles', I'm sure there is a 'Wheels and Lowering' article that goes into detail about..... wheels and lowering

Yeah, as Fester said the mk2 Novas have a slightly wider arch, around 5mm i think. Which may help with bigger alloys, if you can get as close as possible to offset 49 then 15's should go straight on,possible 16's
