R stands for Restricted Driver. For your first year you have to show R plates on front and rear windows! Your also restricted to 45mph max!

It was something tryed in Northern Ireland, and was supposed to continue onto mainland UK, but didnt, because it didnt slow down first time drivers at all. They need to get rid of it, as other drives take the piss when you have them up!
