my new 2l 16v has 40s at mo just read a previious post sayin 40s on a 2l 16v givs less bhp than standard injection is this true + would i be better gettin a set of 45s?

yes - t40's can be used but even with the largest chokes in you will be at the upper end of their efficient and effective use

priced up 45s 400 quid are second hand ones any good or should i get new?

u dont need to change the whole carb just the trumpets

you will need 45's or even 48's, the 40's wont work well with that engine.
