offsets?

I'm getting confused by offsets- if i have an offset of 35 and my wheels rub on the arch's, if i got wheels with an offset of 45 would that mean that they will rub more or be closer into the car?I've been told that they will be closer to the car and will not rub on my arch's-but this seems slightly odd to me?!

they'd be closer to the car and stop the rubbing on the arches :+:

The lower the offset the more the wheels will stick out and touch your arches, the higher offset will pull the wheels into the car,(if that makes sense)
