Anybody know if mirror tints are legal?

As the subject says i need to know if mirror tints are legal?i'm pretty sure they are on the back but i'm not sure about the front?

silver / mirror tints are illegal in the sense they will fail an MOT unless you get your mot done by "dave"

How come mirror is illegal and smoke shades aren't, is it cus you can still actually see through the glass, whilst mirror just reflects everything and you can't see nothing
