fuel gauge

need some advice. my petro gauge in my gte, seems to have a mind of its own. when i fill it with some petrol the needle goes right at the bottom well b4 the 1st while line and it goes up as the petrol goes down. what might be the problem here? is it a cable fault/sender unit?

to be honest it sounds like the wires have got crossed and the '+' and '-' are back to front, maybe a plug has been put on wrong way on sender in tank or on back of dash?
