i got exactly the same problem! from the back it feels solid but looks awful from the front, i think the opposite side had had the problem sorted before i got the car n they seem to av done a decent job so it cnt be that difficult! just a LOT of sanding down and respaying involved!

Depending on how good you are with this type of thing.
If it is just bubbles then use a wire brush and remove all the rust down to the bare metal. depending on how bad the corrosion actaully is you may need to skim it with body filler after and then blend the filler into the cars bodwork using sandpaper untill it is spot on, you will then be able to repaint the repaired area.
Oh and if its a metalic paint dont even bother trying to paint it because it will look aright mess afterwards.
paint bubbles indicate that water has penetrated the paint layer and is bubbling up - usually caused by a panel being compromised, rust eating through ther panel or bad paint work.
need to strip back (usually its at the metal) and seal properly using etch primer and then respray. you can do it yourself but i guarantee that unless your lucky (and if your using car every day) it will return - if its on the arch its usually because water is getting in at the edge between the arch lip and the paint - where the wheel spins. if your arches have been ground back/folded up - then water is compromising the paint there. you need to seal it fully and then respray.
for a perfect match a body shop usually sprays the whole 1/4 panel and occasionally the whole side of the car if servere paint fade is evident.
to fix yourself sand back all paint from rust area and take it back an inch or so all round. remove all rust and then treat with rust killer both on the arch and inside (remove the rear 1/4 panel and pour rust killer along the arch edge - it may drop through indicating copromised lip) - when dry, seal the edge if you can with a suitable sealer like resin. dont use silicone sealer as this will not solve the problem and paint will not stick to it. resin will form a tight solid seal. body filler shouldnt be used coz it is pourous and absorbs water. smooth down and then spray with zinc primer. allow to dry fully (a couple of days in the dry) then smooth this down gently using 800 grit wet n dry (dry) and apply primer. allow to dry, then smooth down gently using 800 wet n dry (dry) and then apply top coat. allow to tack dry between coats (about 15 mins) - apply 3 coats.
once dry (about a week in warm conditions) you may wish to lacquer it. this will protect paint. 3 coats should do it.
as for the inside of the arch (not in the car but in the wheel arch) seal the edge with something like grey stripe or bitumen paint - then paint over with hammerite or similar.
on the inside of the arch (inside car 1/4 panel) you may wish to seal there. i poured resin and then added fibreglass fol,.owed by hamerite to seal my arches - but then i had to rebuild mine due to servere rot.
if rerally bad you may want to get them cut away by a shop and new ones fitted. not cheap but not than expensive either and will certainly cure the priblem!
