plastic bag under the scoop? thats your problem the water is running through the scoop and it wont matter how much wd40 u use it will just keep playing up untill you sort the scoop out.

Get a thing called Damp Start. It is a spray can the same size as the small WD40 can. You spray it on a cold dry engine around all the electrical points and when it dries it set to a waterproof membrane. So it stops the water, however if you undo a plug that has it on, you will need to spray it on afterwards. They also do a thing called damp start which is the same as WD40 (water dispersant 40 grade) but is not a lubricant so doesn't leave a scummy residue.
