Only through the National PNC computer, costs about a tenner a name to get on the black market.

would a 'HPI' check reveal the registered owner? about 30 quid?

No, I am afraid that a HPI reveals details of the car only, not owners.

if you got to an online insurace company they normaly ask for the reg no of the car you want to insure, that normaly brings up the car details if its still alive

Can get HPi tests for a tenner if you shop about and haggle a bit.
