You usually have a valve lift at a given crank angle.
You get it timed to standard with the belt, then fit a cam angle thing to the crank and dial that to the relevant angle, and you then with a dial gauge, measure the lift and rotate the cam back or fourth to get that right. Then tighten up the pulley bolts.

Most of the time you'll find they aren't far off OEM anyway.

Right iv just fit the pulley and think iv done it correctly.
found TDC dwell point then attached 360 degree wheel.
fit vernier pulley to standard timing mark.
fit belt and tension.
Fit dti gauge to number 1 inlet follower.
turn engine clockwise until full lift dwell point which was 116 degrees.
loosen pulley bolts and turn crank to 107 degrees as recommended by piper for this cam.
tighten bolts.
turned engine over all feels ok.
does this sound correct because the amount you read online about setting up just confuses the job
