Yeh it can be done. You will need to use a plastic primer and acrylic paint. Give it a good key using a scotch pad. Panel wipe to make sure no silicone is on it.
You can get proper dash/vinyl paint, but I've never had good experience with that stuff even after spending hours giving the dash a proper good wipe down

Better off "flocking" the dashboard
You'll want to clean it, clean it and clean it again. Will be covered with Silicone.
I did a chavvy job years ago with one and cleaned it and then painted it with upol. I thought it would come off in days, especially due to the softness of the material. 5 years later it is still on but the car only gets occasional use to be fair.
Painted one in Halfords vinyl paint, did stand up to the abuse quite well to be fair.
With the availability of flocking for sub-£100, I can't imagine why you'd try to paint one rather than have it professionally made furry and coloured.
I found the Halfords vinyl paint very good, but not flexible. So if it's on some bendable it will prob flake off if/when bent.
