286 dash bulb - voltage connectors

are these connectors supposed to be 12v ? ... as ive got a pair of connectors that are running 5 volts, and wont illuminate the bulbs.

could it be an earthing issue or something ?

A quick google shows they're 12v? I'm sure someone who actually knows will tell you though!
