Personally find locally an old school rolling road, they would be able to get the vernier to the correct settings... Messing about with it if you've not got the knowledge will end in tears IMO ;)

Have you a timing wheel for the verniers? Something like this to get the degree right:

You have to find the setting for the cam. Usually this will be the angle at which the crank is when the cam is at maximum lift. Eg 108btdc so the inlet valve on number one cylinder is as far out as it will go when the piston Is 108 deg before top dead centre.

You will have to therefore find where the cam is when the valve is at full lift. Mark the cam where it is at full lift at the distributor end. Then mark the bottom pully where TDC is. Use the dial as pictured above and move the crank to whatever angle your cam is set to e.g 108deg before tdc. With the valve at full lift and the piston set to the right point, slacken your vernier pully. Put the timing belt on making sure you have not moved the cam or crank then tighten the belt as normal. Then tighten the vernier pully. Crank the engine by hand then check the piston is at the right angle when the valve is at full lift. Triple check.

This is will be the cam set to the correct setting. This will not be the best setting. You will need a rr to get the best setting.
