The light is on because there is a fault. Fix the fault and the idle will be restored.

Have you cleaned the EGR valve out in the last year?
On the E16se it's
In the middle of the top of the inlet manifold
Two bolts hold it on
Remove it give it a good clean out
With some brake or carb cleaning spray
And try that

Something simple to try

once the egr valve is removed. throw it away & make a blanking plate...

The egr valve is a fukking piece of sh1t that should be treat with the utter contempt it deserves.
Remove,then-urinate,destroy,vomit on,defecate on,or even thermally destroy this colossal sack of excrement.
Then blank off and blank the vac too.

OP, is the idle control valve working ok when warm? you can pinch a rubber hose to it to see if the engine speed alters at all. often these fail, causing the idle to go up, then people screw the idle back down, causing the engine to run lumpy. its worth a look.
