Is the air filter clean/new?
Have you checked for any leaks in vacuum pipes or the induction piping?
Checked condition of spark plugs & gaps?
Clean the TB & the idle air channel.
Visibly check the cam belt timing (pulley markers)

The CO can be adjusted by a garage with a gas analyser (mot station). Between the idle screw on the Tb & the pot on the AFM, a good setting should be found to pass emmissions. Assuming the reading was high & the tester knew mere adjustments wouldnt sort it, I'd say look to the above possible faults & check them out before heading back to an MOT station.

Lastly it's worth trying a new CTS sensor (located under the dizzy in the head). These can fail & keep the engine on it's cold running (choke) function. Use a genuine Bosch replacement.
