Have you removed the drums and had a look

Could be a leaking wheel cylinder
A seized up wheel cylinder
It's a lot to be just out of adjustment

Need to take it to bits and have a look

Then check the drivers, replace all leaky wheel cylinders and adjust acordingly, check the shoe lining and deglaze the drums and shoes and should be ok if not then it's not the drums.

both cylinders are probably shot in that case. bleed the system once replaced.

check the internal adjuster mechanism, the springs and clips are all in good condition.

and the handbrake cables too, as they sometimes stick solid to the guides on the rear beam :thumb:

you'd be surprised at how much adjustment affects the imbalance, as a tester I failed a car with a 43% rear imbalance. as this was the only fault I whipped the wheel off, adjusted it up 4/5 clicks and it came down to 8%
