New pads

What is this?

my old pads had not got them fitted, new pads have them on but just clio off?

Should they be left on? Or are they not needed?

if it CLIPS off then it's optional prob a better makesof pad have Them just to keep pad from piston

Its a pad damper plate. Its suposed to prevent brake squeel
