Do i need a fuel pressure reg?

I'm running a 1.6 on twin 40 webbers and have a facet fuel pump and I'm wondering if i need a fuel preassure reg I've been told that they only need a couple of psi pressure or they flood with that said I also heard that you can fiddle the diameter of the fuel pipe for extra performance as long as you maintain the correct pressure. any help is appreciated cheers

Buy a filter king, ive got one that you can screw a pressure guage into to set it correctly
