I think its quite simple. You've bought the guys item on ebay and now he wants you to pay for it as per eBay terms and conditions. He's doing you a favour by reducing the price of postage from the listing postage price in £15 to £9.89 all-in. obviously by drying it, it has reduced the weight and folding it has reduced the total size...and reduced the postage.

just pay they poor guy for the item you bought.
