I've heard that they send out speeding notices to ppl who own vehicle that is of similar apperance if they can't determine the numberplate :o, is this true?

Thats Good, but...

My favorite has to be the guy pulled on the motorway, he protested that the copper that came to his window wasn't wearing his uniform in the correct manner and therefore held no authority, and couldn't give him a ticket. Apparently his hat wasn't on straight or his wasn't wearing it at all.

Damn that would have been fun to watch the coppers face.
