Can anyone tell me what these triangular bits are for that's welded on? Before I took the brakes off there was nothing attached to it or anything, so I'm unsure what their for.

I'd say who ever has made the beam ,has made their own mounts for the handbrake cables

But couldn't say what cable they used

Is it not from a rally car when they tether the axle to the shell with steel cable?

I would say they are the handbrake cable anchors for probably a cavalier or astra cable! On another note could I ask a favour lol you couldn't measure the thickness of the plates that have been welded onto your axle were the hub bolts on? My back wheels touch the shocks and noticed the plates on mine are just 3mm thick lol
