Basically, from what I can see, a man on the street is out walking his dog, then some police operation is going on, so a few passer-bys record the incident.

This guy gets arrested for recording them, the dog jumps up to protect his owner as it sees what appears to be an attacker of some sort, then the dog gets shot...

In this intstance, imo the police should have let the man free, whilst the dog was put safely back in the car.
