Germany is your best bet, the wheels are extremely rare over here. Be aware that there are different centre caps for the different sized/offset wheels.

LOL, I found a set in Australia (http://www.gumtree.com.au/s-ad/golden-grove/wheels-tyres-rims/nos-vc-vh-vk-brock-commodore-irmscher-centre-caps-x-4/1018315919) for terrible price (will not buy them, but the part number could help me) :D
