new drivers should have limits on engine size/performance and also not be able to carry more than 1 passenger.

if you look how many 'tragic accidents' happen when young ppl die in car crashes. 90% of the time they have a car full of friends and are hooning around showing off. if they have no passengers, whats the point in ragging round cos theres no mates to impress
