The ports on my inlet for the carbs are different to my 1600 gte head. Would a 1300 head be the same

That manifold is for a 1.3 or 1.2

you sort of can...

the top radius of the 1.2/1.3 port is the same as the 1.6 (you will see this if you hold a 1.6 gasket over the manifold. You can TIG the manifold and build up the area before blending it into the round port of the 1.6. you could use epoxy if you were brave enough, but i wouldnt recommend it. nor would i recommend using the dremel on the 1.6 head to match the manifold.

would like to see more pics of the manifold as it might be possible to cut off the flange and weld on a new one, if the runners are round further down towards the carbs.

I'm not touching the manifold I would need to fit a 13 head to the 1600 bottom end.

it looks like the manifold was initially made for a round port head and then fetteled to suit a 1.2/1.3 head. should be easy enough to build back up and match again.
