Play in steering rack

Hi i put a quick rackin my nova about 400miles ago and I now have about 15mm of play at the steering wheel does this mean I've been ripped of and it's scrap or di just tighten the bolt up on the bottom of the rack?
The rack was second hand and I haven't touched anything just fitted it

check the UJs are all tight on the splies first, then check the track arm inner ball joints. then measure and adjust the backlash on the rack if the play remains.
