c20xe/let cambelt cover spaces

some of you may have seen my wanted thread for the cambelt spacers for a c20xe/let, got some from vaux and got them fitted. having a problem that it doesnt actually hold the cover firm in place, you can see the spacer sits further out than the cover where the washer should sit, as pictured...

what am i missing? im using the correct size penny washers.

You use another rubber washer the same as the rear ones on the front, then a big washer and an allen bolt through the whole lot.
