fuel gauge and battery light in dash permanently on even with keys out the ignition.

So iv just put a 1.6 on twin 40's in to my 1.2 nova shell, at the moment the dash is still out of the car and i just have the clocks plugged in to start it. even with the keys out of the ignition tho the orange empty light illuminates as well as the battery light. Any ideas as to what the problem is?

most likely a bad earth.
