rev counter fluctuating between 2.5-4k

hi all,
my corsa b has an E16SE engine in and ive just fitted some mechanical clocks. when i turned it on the revs fluctuate between 2.5-4k. i know its not the engine because it doesnt sound high revving, seems mechanical.

I the green wire connected properly as that's where the signal comes from

yeah, its getting signal and goes up when i rev it but at tick over it sits between 2.5-4 and the engine isnt revving

Tried another set of clocks? Is the signal steady through the wire or fluctuating with the signal?

not to sure, i'll check it with a multi meter later. if the signal is steady and its still fluctuting does that mean it'll be the clocks?
