Locking wheel nut

Picked up a shell last week

Need to get the wheels off but there's no key for em

They're the type that have a 4 oval holes if that makes sense

The gap between the head of the bolt and the wheel itself is too small to be able to smash a socket on it

Any ideas anyone?

hammer and chisel or weld a nut on to the end of the locking wheel nut
