May be quite hard to diagnose, but anyway..
Carbs not setup and is overfuelling quite a bit, and has been ran for about 2 weeks like this until funds aloud me to get it setup properly to the 1.3 inlet and carb.
But now the engine wont hold a sensible idle, must be about 500rpm or something along there, does this mean the timing is out.. or is this carb related as im really unsure on it?

What carb is it? If its a pierburg check all the vacuum lines, best to replace if there a little old. Basically make sure there are no air leaks. Once thats eliminated there may still be issues, but thats the best starting point.

Stupid question, but you have tried adjusting the tickover adjustment screw?

i wouldnt drive it untill you can get the fuelling sorted properly

you could borewash it with constantly overfuelling

Putting the 1b1 carb and inlet on now, pulled it all off and the carb was completely flooded..rather just run it standard :L
