The cage which is in my car has spaces for four more bolts to go in.

Do I need to but specialist bolts/nuts/washers or do I just bbuy strengthened/strongest ones I can find in BnQ type places?

If you are installing the cage for it's intended purpose, i.e. protection I would used 8.8 or 10.9 grade bolts (code stamped on the head)

standard high tensile bolts are 8.8, 10.9's have a higher tensile strength, but always bear in mind that the higher the tensile strength, the more brittle the bolt becomes, thus reducing it's shear strength (as I found out when fitting a winch lol) So consider what forces are likely to be applied to each particular mounting point of the cage
