in short releases returned boost heading back towards the turbo compressor stopping it stalling the compressor blades and puttuing unnecessary strain on the turbine shaft/bearing
increasing the life span of the turbo

or if your cool like me you run without a dump valve with a dirty big cone filter and chatter the bollocks off it lol
like so

A DV sits between the turbo and throttle plate. It 'dumps' air out of the inlet tract when the throttle plate is closed - either back on the filter side of the turbocharger (recirc valve), or to atmosphere (blow off valve).
This is the diagram I drew a few years back when explaining it to Mike:

Air coming back and hitting the turbine blades (in #2 above) causes it to stall, making a chattering noise that might sound cool but isn't doing the turbo much good.
Then there's a wastegate, which allows air to bypass the turbo on the exhaust side, but thats another explanation lol
in basic terms, it makes 15 year old kids at macdonalds drive thrus get an erection
but in real life terms, it is a good device to stop overboosting at lower revs.

Funnily enough I have a diagram for a wastegate too lol
Wastegate sits on the exhaust side of the turbo and acts as a bypass to allow exhaust gases around the turbine, limiting how much boost it generates.

A screamer pipe doesn't go back into the exhaust, it just drops the exhaust gas out to atmosphere.
Screamer pipe is basically the exit of the wastegate (the wastegate being external in that type of setup and not within the turbo itself)
