Tailgate Hinges

Does anyone know how to remove the two top hinges from the tailgate? not from the car, the tailgate has been off for about a year, i mean from the actual tailgate....:confused:

i believe they are welded on to the tailgate, the other half is bolted to the shell.

The hinges on the shell are bolted from the inside!
