you can weld most things if you have the skill and equipment, would need alloy welding wire, very delicate welding set etc would be very very delicate work.
iirc you can only do resistance welding.

what alloy are you reffering to? most metals are alloys lol I assume you mean aluminium, in which case yes, it can be TIG welded. the fact it's 'billet' just means it was machined from a billet of material, so makes little difference to weather it can be welded or not. what are you wanting to repair?
I would say any competent TIG welder would be able to weld that with ease. I assume it's being made a very short shifter? lol

why dont you sleeve it then just weld top and bottom.

If you grind the two halves with a good root gap, then weld it up, the excess can be ground off, and no one will never tell it's been repaired, and will be just as strong as the original
that would be tricky n something so narrow and thin, and would need a half decent welder used to alloy whereas a sleeve option would be much easier to get good penetration and strength,
OR throw it in the bin and get a steel replacement :)
cant even find a replacement anywere cant but them no more :(
