I assume you are talking about the ignition timing on your car. The term advance and retard is to do with the timing, in that what position the cylinder is when there is a spark.

Cars have an ignition advance so that when you put your foot down and the cylinder goes faster the sparks are advanced so accur sooner alowing the car the run better.

The car also need retarding or advancing dependant on what type of petrol you are using.
