another arches question

i have just got a new car and wanted to roll the arches, but they have been CUT, i wona protect them of rust but cant fold them back to weld them because there is nothing to fold back? am i gonna have to cut away the arch weld a new one on then fold back and weld? they have hardly any rust and it would cost me about ?80 per arch to get new arches on, thats without buying them. do u all know what i mean by welding the once they are folded back?......

Instead of welding new ones on or something like that just cut and grind the rest of the lip off until the arche is totally flat then fiberglass the seam or run resin along it to seal and stop it going rusty. Its a cheaper way of doing it.
