will 15 inch wheels fit on a standard nova with out rubbin on the rear arches?

Depends on offset, width and tyre size. If it's a 15" Vauxhall alloy wheel then probably but standard suspension will mean you've got about 3ft ground clearance lol

if i lower by 40mm or 60mm will it then rub, its on a set of cav slabs

What size tyres? For best chance of clearance 195/45R15 is ideal. Only way to know 100% is to do it and see, or remove your current springs and jack it up to the desired height and check for clearance. Best off rolling the rear arch lips anyway IMO
