a rubber hammer and lots of pateince, gently hit along the arch,,tapping it gently, not too hard as you will disform it!

make sure you clean all the dirt out from behind it and you'll need to seal it because you'll be making a V shape and this will retain water.

Dont use silicone sealer - use summut like mastik or hammerite then mastic (once paint has dried).

Make sure when knocking them up the paint doesnt drack. It more than likely will so youre best sealing with hammerite too

how about using a grinder and grinding the lip away then sealing it?

dont grind it because you'll weaken the strength of the rear arches, and the moisture can get up between the inner/outer arch and it'll rot in no time at all, and will be harder to repair too.
get some 16" speedlines and you can have big wheels without the hassle of arch rolling. or get some 15"s and slam it, it will also handle better on 15s than 16s.

get 16" speedlines 2nd hand for 400-500, they'll go on with no arch mods at all.
