Are they suppose to be quite?

Mine is really loud and probably the same level as the HKS dump valve on my mates Type-R :wtf::confused:

I thought with it being OEM it wouldn't make any noise or hardly noticeable?

could be wrong or missing something but do you mean the N/A civic type r?
and if you have a cheap induction kit fitted you will hear it as it dumps in the intake pipe and the higher the boost levels the loader it will get

Sorry I should have said, his Type-R is been turbo'd.

So air filter is causing this. Nothing to worry about then.
