either the gauge or sender is tatered, most likely..

1. get an assistant to sit in the car with the ign on.. the sender is on the top of the inlet manifold, undo the spade off the top & short it out on the inlet manifold. if the gauge moves, then the sender is shot.. if it doesn't, then the gauge is shot(or the wire is)
2. you might have air in the cooling system, undo the temp sender as it is also the air bleed point....

just cos your engine feels warm doesn't necessarily mean the gauge/sender is at fault. the gauge has a range from about 75- 115deg, so it might be that the thermostat is stuck open too.

if the gauge is shot do you just change the gauge or would you have to change the full set of clocks?

usually just the gauge, but it is easier to just get a full dash set & fit it.
