wiper problem ??

i have a problem with my front wipers
you put them on and then turn them off but they stop halfway down the window screen or they just wont stop at all ??
i have adjusted the wipers lots of times and its still doing it ?
could this be to do with the wiper motor ?

i would try a motor first.
