Asked insurance company about replacement Weber carb, help?

I asked about putting a replacment carbrettor on, and they said i need to get an engineering report once its fitted and then they send it up to head office.

Has anyone had one of these engineering inspections done? Do they cost much? And do they check the whole car or just the specific thing (carb)?
